Provincia y municipios firmaron convenios con UNICEF para fortalecer los derechos de niños, niñas y adolescentes
El gobernador de la provincia de Buenos Aires, Axel Kicillof, suscribió esta mañana un convenio marco de cooperación con la representante de UNICEF en la Argentina, Luisa Brumana, con el objeto de fortalecer las acciones destinadas a garantizar los derechos de niños, niñas y adolescentes. Fue en el Salón Dorado de la Casa de Gobierno, en un acto en el que 12 municipios bonaerenses firmaron su adhesión al programa Municipio Unido por la Niñez y la Adolescencia (MUNA). Participaron los ministros de Desarrollo de la Comunidad, Andrés Larroque; y de Salud, Nicolás Kreplak; el director General de Cultura y Educación, Alberto Sileoni, y la representante adjunta del organismo, Olga Isaza.
“Este convenio es un paso más que va a generar una diferencia cualitativa en el trabajo que estamos realizando para garantizar los derechos de niños, niñas y adolescentes en la provincia de Buenos Aires”, expresó Kicillof y agregó: “Para nosotros es muy importante contar con UNICEF, que es una autoridad mundial, para sumar sus experiencias en otros países, contar con asesoramiento y profundizar la colaboración”.
En ese sentido, el Gobernador señaló que “UNICEF trabajará con los Ministerios de la Provincia para poner en valor muchos de los programas que ya están en marcha, brindándoles mayor visibilidad y garantizando estándares internacionales de calidad”. “Estas iniciativas se incorporan al Pacto Social que hemos presentado semanas atrás, demostrando una vez más que la niñez y la adolescencia son una prioridad para la Provincia”, indicó.
El convenio marco suscripto entre la Provincia y UNICEF busca impulsar actividades conjuntas tendientes a reducir la pobreza y las desigualdades territoriales; promover el desarrollo en la primera infancia; y generar igualdad de oportunidades para las y los adolescentes.
En tanto, Brumana subrayó que “este es un momento culminante de un diálogo que hemos tenido entre UNICEF y el Gobierno de la provincia de Buenos Aires, en el cual hemos trabajado junto a todos los Ministerios que tienen un rol fundamental en el abordaje de políticas para niños, niñas y adolescentes para establecer cuáles eran las posibles líneas de acción y colaboración”. “A partir de la iniciativa MUNA, UNICEF va a trabajar directamente con los municipios, en coordinación con la Provincia, con el objetivo de que la niñez pueda estar en el centro de la inversión y las políticas públicas”, agregó.
El objetivo de MUNA es acompañar a los gobiernos distritales en el diseño, la implementación, el monitoreo y la evaluación de políticas encaminadas a garantizar los derechos de la infancia y la adolescencia. Para ello, se prevén estrategias destinadas a fortalecer las capacidades de gestión de los equipos locales y los mecanismos de coordinación política; articular y generar alianzas con actores no gubernamentales; implementar una mejor asignación de recursos; crear espacios de participación y consulta; y promover acciones de sensibilización y comunicación.
“Estamos uniendo esfuerzos para ayudar a disminuir la pobreza y las inequidades territoriales; apoyar la atención integral hasta los seis años; generar oportunidades equitativas para adolescentes; y eliminar la violencia de todos los lugares en los que transcurre la vida cotidiana de los niños y las niñas”, sostuvo Isaza y añadió: “MUNA es una estrategia para mejorar la gestión municipal en favor de niños y adolescentes, generando una red de colaboración que ya cuenta en la Argentina con 9 provincias y 86 municipios”.
Durante la jornada suscribieron los convenios las intendentas de Lomas de Zamora, Marina Lesci; de Merlo, Karina Menéndez; y de Quilmes, Mayra Mendoza; y los intendentes de Almirante Brown, Juan José Fabiani; de Berisso, Fabián Cagliardi; de Bragado, Vicente Gatica; de Carlos Casares, Daniel Stadnik; de Ezeiza, Gastón Granados; de San Martín, Fernando Moreira; de Marcos Paz, Ricardo Curutchet; de Villa Gesell, Gustavo Barrera; y de Zárate, Osvaldo Cáffaro. En esta etapa adhirieron también los partidos de Esteban Echeverría, Florencio Varela, San Miguel, Malvinas Argentinas, Morón, La Matanza, Bahía Blanca, Bolívar y Balcarce.
Por último, Kicillof remarcó: “Con el programa MUNA se profundiza el enfoque transversal de articulación con todos los municipios bonaerenses: nuestra intención es que la Provincia participe de forma activa para seguir retroalimentando las líneas de trabajo conjunto”. “Vamos a seguir apostando por la integración entre los Gobiernos de la Nación, la Provincia y los municipios, y la colaboración con el sector privado y las organizaciones libres del pueblo: eso es lo que nosotros llamamos comunidad organizada”, concluyó.
Al formar parte del programa, los municipios reciben asesoramiento, herramientas y capacitaciones brindadas especialmente por UNICEF., en tanto que asumen el compromiso de la realización de un autodiagnóstico acerca de la situación de la niñez y la adolescencia en cada partido; la articulación con los gobiernos nacional y provincial, la elaboración de un plan de acción integral, participativo y con enfoque en los derechos; e informar anualmente a la comunidad y a UNICEF sobre su progreso.
Estuvieron presentes también el director ejecutivo del Organismo Provincial de Niñez y Adolescencia, Germán Urman; las subsecretarias de Salud Mental, Consumos Problemáticos y Violencia de Género, Julieta Calmels; de Políticas Sociales, Juliana Petreigne; de Educación, Claudia Bracchi; y de Responsabilidad Penal Juvenil, Viviana Arcidiácono; las diputadas provinciales Lucía Iañez y Mariana Larroque; el legislador bonaerense César Valicenti; y el presidente de Grupo Provincia, Gustavo Menéndez.
