MAR DEL PLATA: Kicillof presentó el Programa de Digitalización y Modernización Tecnológica en los Puertos Bonaerenses
El gobernador de la provincia de Buenos Aires, Axel Kicillof, presentó esta tarde en la ciudad de Mar del Plata el Programa de Digitalización y Modernización Tecnológica en los Puertos Bonaerenses. Fue en el Instituto Nacional de Investigación y Desarrollo Pesquero (INIDEP), junto a la vicegobernadora Verónica Magario; la directora ejecutiva de la ANSES, Fernanda Raverta; el ministro de Producción, Ciencia e Innovación Tecnológica, Augusto Costa; y el secretario de Comercio de la Nación, Matías Tombolini.
“El sistema portuario de nuestra provincia tiene un potencial enorme, pero hace mucho tiempo que no contaba con las políticas públicas que le permitiera desarrollar todas sus capacidades”, expresó Kicillof y agregó: “Cuando asumimos, no existía un solo dato acerca de lo que estaba pasando en los puertos: la Provincia no conocía ni los volúmenes de bienes y servicios ni las necesidades de cada uno de los consorcios”.
En ese sentido, el Gobernador señaló: “Desde un primer momento empezamos a rearmar el sistema de puertos en articulación con cada uno de los consorcios. Hoy damos un paso más, muy importante, que requería de una gran inversión y un gran esfuerzo para modernizarlos y digitalizar toda la información”, añadió.
A partir del trabajo conjunto entre la Subsecretaría de Asuntos Portuarios de la Provincia y el Proyecto Ventanilla Única de Comercio Exterior (VUCE) del Ministerio de Economía de la Nación, este programa apunta a que los puertos públicos bonaerenses adquieran equipamiento tecnológico con desarrollo de software. La inversión se realiza con financiamiento del Banco Interamericano de Desarrollo (BID) por un total de $560 millones, y permitirá hacer más eficiente la logística; agilizar trámites y reducir costos; optimizar las funciones de los organismos de control; y mejorar la seguridad y el seguimiento de las cargas.
“Para que los programas de precios, el orden fiscal y la acumulación de reservas se puedan llevar adelante, es necesario gestionar al mismo tiempo el comercio exterior e interior”, expresó Tombolini y afirmó: “El tiempo del festival de importaciones se terminó en la Argentina, e incorporar tecnología en nuestros puertos nos permite que se acabe el tiempo de los vivos, y que florezca el de quienes están realmente comprometidos con el país y forman parte de un proceso que permite hacer crecer la economía de manera sostenida”.
Por su parte, Costa subrayó que “nos encontramos con un sistema portuario fragmentado, con una absoluta desconexión y falta de complementariedad, por lo que nos propusimos revertir ese camino”. “Con esta iniciativa apuntamos a pensarlo como un engranaje fundamental de nuestro sistema de comercialización y como el motor de desarrollo de la competitividad de nuestra Provincia, con una mirada integral y sustentable”, añadió.
Por último, Kicillof resaltó que “este programa le da un impulso mayor al proceso de modernización que está en marcha: todos los puertos bonaerenses van a estar conectados y van a contar con los instrumentos de medición, control y seguimiento”. “Estas son las inversiones que nos permiten dar un salto de calidad en términos de logística y recuperar el rol de los puertos para el beneficio de las ciudades, la provincia y el país”, concluyó.
Recorrida por las instalaciones del puerto
Durante la jornada, Kicillof visitó las oficinas administrativas y los sectores de construcción y reparación de embarcaciones de Servicios Portuarios Integrados (SPI) Astilleros, acompañado por la presidenta de la compañía, Sandra Cipolla. La firma cuenta con dos diques flotantes que le permiten trabajar sobre barcos de distinto porte, en tanto que el año pasado llevó a cabo la botadura del buque pesquero más grande realizado en la Argentina.
“Este es un puerto emblemático de la provincia, que tiene mucho potencial pero que no había contado con las inversiones necesarias que le permitieran expandir sus capacidades”, expresó Kicillof y agregó: “Hoy tenemos muchos proyectos en marcha vinculados a la pesca, la industria naval y el turismo, y para eso estamos llevando adelante las inversiones que brindan resultados y abren nuevas perspectivas de crecimiento para Mar del Plata”.
En tanto, Raverta resaltó que “queremos que la misma felicidad que tienen los miles de turistas que nos visitan la tengan las y los trabajadores de la ciudad de Mar del Plata”. “Incluso durante la temporada aquí se observa la enorme capacidad productiva del puerto y el desarrollo que solo es posible cuando hay un Estado que apuesta por el trabajo”, agregó.
Asimismo, Magario enfatizó que “hace tres años llegamos para devolverle el trabajo y la producción a la Provincia, y en ese marco estamos impulsando las inversiones necesarias para que el puerto recupere lo que fue históricamente”. “Estas son las iniciativas que apuntalan el modelo económico de producción y de trabajo que necesitan las y los bonaerenses”, dijo.
Estuvieron presentes la ministra de Gobierno, Cristina Álvarez Rodríguez; el subsecretario bonaerense de Asuntos Portuarios, Juan Cruz Lucero; el senador provincial Pablo Obeid; y el presidente del Consorcio Portuario de Mar del Plata, Gabriel Felizia.
Participaron también la subsecretaria de Políticas Culturales, Victoria Onetto; los presidentes de los consorcios de gestión de los puertos de Bahía Blanca, Federico Susbielles; de Coronel Rosales, Rodrigo Aristimuño; y de La Plata, José María Lojo; el diputado provincial Germán Di Cesare; la legisladora bonaerense Natalia Sánchez Jáuregui; el jefe de la delegación local de la Prefectura Naval Argentina, Rodolfo Cattáneo; el secretario general de la Cámara de Diputados de la Nación, Juan Manuel Cheppi; el secretario general del Sindicato de Luz y Fuerza, Eduardo Coppola; y las concejalas Virginia Sivori y Marina Santoro.
